Cleveland Browns wide receiver Rashard Higgins and rookie left tackle Jedrick Wills have been cited for drag racing by police in Westlake, Ohio just days before the team's first playoff game since 2002 - but the pair appears to have avoided a marijuana charge.  The players were stopped Tuesday morning in the Cleveland suburb about 10 miles from the team's headquarters, according to an incident report and court records provided to DailyMail.com.  During the traffic stop, police discovered a joint on Higgins. A 60-year-old New Jersey woman has been arrested after she was caught on video yelling racist slurs and profanities at a black woman she was following. Claudia Emanuele has been charged with bias intimidation and harassment stemming from her argument with 40-year-old Tameka Bordeaux in Bayonne on Monday afternoon. Bill de Blasio on Wednesday clashed with Andrew Cuomo over the slow pace of vaccinations across New York state.  The New York City mayor announced a plan earlier in the day to offer coronavirus vaccines to most NYPD police officers. An hour later the governor said many cops are not yet eligible for the shot.  'Police who are not health care workers are not yet eligible,' Cuomo said.
