Gladys Berejiklian reveals when NSW will open its border to Victoria after the coronavirus capital recorded its fourth straight day with no new community transmitted cases

Gladys Berejiklian is pushing for NSW to open its border to Victoria within three weeks.

The premier identified November 23 as the key date after the coronavirus capital of Australia recorded its fourth straight day with zero community transmitted cases or deaths on Tuesday.

Ms Berejiklian has made a number of confident statements about reopening the border to Victoria following the recent easing of Melbourne's lockdown.

Victorian Premier Daniel Andrews has identified ­Monday, November 9, as the date when travel ­restrictions between metropolitan Melbourne and regional Victoria are set to end. 

Ms Berejiklian will then wait two weeks - until November 23 - to ensure there are no further coronavirus clusters before reopening with the state. 

It is in stark contrast to Queensland Premier Annastacia Palaszczuk, who continues to only review her state's border at the end of every month.

Following her re-election last Saturday night, Ms Palaszczuk indicated her controversial border policy would remain in place, meaning residents of NSW and Victoria will to be locked out of Queensland until ­at least the start of summer.

At 1am on Tuesday morning, a relaxation of the Sunshine State's strict border rules saw residents from regional NSW finally able to head north to Queensland. 

NSW residents who have been outside of Sydney for at least 14 days can 'travel freely' to and from Queensland without quarantining now, but that still blocks more than five million Sydneysiders from entering.  

Psychologist Patricia Quealey, from Sydney's lower north shore, sprung into action, immediately booking a flight north to Ballina for a long-awaited catch up with family.

'As soon as I heard the ­rumour mill that the travel bubble allowing people from Queensland into NSW might happen, I booked my flight,' she told the Daily Telegraph.

More than 150,000 people living in northern NSW are now able to freely move around the state without the need to then isolate for a fortnight.

Meanwhile in Western Australia Premier Mark McGowan on Friday announced a plan, recommended by his health experts, to adopt a 'controlled border regime' on November 14.

Travellers from areas with no local coronavirus cases for 28 days - which currently include everywhere except NSW and Victoria - will be allowed to enter the state without quarantine.

They will have to fill out a G2G border pass and take a temperature check at Perth Airport or a land border checkpoint and may be asked to take a coronavirus test.

Passengers from places that have a 14-day rolling average of less than five cases per day - which includes NSW and Victoria - will be allowed to enter but must quarantine at a 'suitable premise' for two weeks.

They must also take a test on day 11 of their quarantine.

Tasmania has opened its borders to most states and territories, including South Australia, Western Australia, Queensland, the Northern Territory and Australian Capital Territory on October 26.

South Australia's borders are open to all states but an exemption is needed if people travel through Victoria.

The Northern Territory is now open to most of Australia, removing the coronavirus hot spot status from Greater Sydney in October.

NSW is now of greater concern than Victoria when it comes to stifling community spread of the coronavirus, Western Australia's health minister says.

As WA prepares to unwind its hard borders, Health Minister Roger Cook says authorities are keeping a close watch on the situation in Sydney, where residents of 10 southwest suburbs have been placed on alert for potential cases.

NSW has recorded a handful of locally transmitted cases over the past week but Victoria has now gone four days without any new infections after emerging from lockdown.

'I think Victoria is the new success story of COVID-19 in Australia,' Mr Cook said on Tuesday.

'They're doing a great job getting on top of all their community-based spread of the disease. We've got more of an eye on NSW now, to be perfectly frank.

'They've had a couple of community cases with very mysterious sources and they're a bigger concern for us than Victoria at this point in time.'

WA's Labor government and the Liberal regime in NSW have traded barbs throughout the pandemic in regards to their handling of the virus.

NSW Premier Gladys Berejiklian last month claimed WA owed her state 'around $7 or $8 million' in quarantine costs for returned travellers.

WA counterpart Mark McGowan hit back, saying WA was taking the most returned overseas travellers per capita and accusing Ms Berejiklian of seeking a diversion from the 'serious corruption' exposed in her government.

WA will reopen its borders to all states and territories from November 14, although people from NSW and Victoria will still be required to quarantine for 14 days.

Mr McGowan insists WA is well-prepared despite recording another month of record ambulance ramping - where patients are forced to wait in ambulances for more than 30 minutes before being handed over to emergency departments.

WA has had no COVID community spread since April but its returned traveller cases in hotel quarantine have spiked over the past month.

The state recorded no new cases on Tuesday but 23 remain active.

Two infected bulk carrier ships docked at Fremantle Port, the Key Integrity and Al Messilah, will finish their quarantine periods on Friday and set sail soon after.

'Obviously we're very much looking forward to them steaming away from our shores and going about their business,' Mr Cook said.
